The new PHS Noncompeting Continuation Progress Report, also known as the PHS 2590, implements several new policy changes. It is now available and required for use. Corresponding changes to the electronic Streamlined Noncompeting Application Process (eSNAP) in the eRA Commons will incorporate the same changes in an October 9, 2009 software release. Applicants may delay submitting eSNAP reports until after the release. A grace period to November 1, 2009 is permitted for eSNAPs due September 15, 2009 to accommodate the changes. Policy changes include:

• An All Personnel Report that collects information on all personnel who participate in the project for at least one person-month or more replaces the former Senior/Key Personnel Report. All individuals with a postdoctoral role must have an eRA Commons user ID (see NIH Guide Notice OD-09-140).
• A new assurance for institutions receiving awards for training of graduate students for doctoral degrees (see NIH Guide Notice OD-09-141).
• PIs are asked to address any changes to the innovative potential of a project, and any change in the use of human embryonic stem cells.
• The Biographical Sketch includes a new Personal Statement and recommendation that publications be limited to 15.

These same changes will be included in the new PHS 398 and SF 424 (R&R) later this fall. The revised instructions and forms are available at http://grants1.nih.gov/grants/forms.htm. The forms available on the website continue to be provided in two formats—MS Word and PDF-fillable using Adobe Acrobat Reader Software. Applicants are strongly encouraged to access the instructions and forms via the Internet, because they provide valuable links to current policy documents and allow easy navigation of the instructions.
