NSF's new Grant Proposal Guide (GPG) incorporates revised proposal preparation guidelines relating to the development of the Project Summary and Project Description. The GPG (NSF 02-2) now specifies that Principal Investigators must address both merit review criteria – intellectual merit and broad impact -- in separate statements within the one page Project Summary. The GPG also reiterates that broader impacts resulting from the proposed project must be addressed in the Project Description and described as an integral part of the narrative. The broader impacts relate to: advancing discovery and understanding while promoting teaching, training, and learning; broadening the participation of underrepresented groups; enhancing infrastructure for research and education; enhancing scientific and technological understanding through broader dissemination; and societal benefits.
