HHS submits implementation plan for government-wide electronic grants management

On May 18, the Department of Health and Human Services (HHS) submitted an implementation plan to pilot test the Federal Commons, a government-wide electronic grants management system to give extramural clients access to a Web-based gateway and a searchable synopsis of grant programs, funding opportunities, and proposal/award status that will be shared by all federal granting agencies.

Acting as lead agency, HHS submitted a plan to implement a pilot module for electronic data interchange by November, 2001. The intent is to provide a common research grant application, administration and reporting system for the 26 federal R&D agencies involved in development of the Federal Commons.

This site will enable users to check the status of grant application proposals.

* Starting at NIH, the Federal Commons will eventually move to its own production site with additional modules to be completed during FY 2002. The intent is to facilitate a simple grant application and award management process for states, universities, nonprofit organizations and other businesses, further initiating an improved effectiveness and performance of programs stemming from these grants. *

The plan is available on the US Chief Financial Officers Council web site at http://www.financenet.gov/fed/cfo/grants/grants.htm.
